Job Summary

Under the supervision of the Director of HR Systems & Operations, manages and supervises the daily operation of the HR Operations team to ensure timely processing of employment paperwork. Accurately pays employees in compliance with federal and state laws and regulations. Ensures proper deductions such as taxes, retirement, etc., associated with net pay are done efficiently and accurately.

Essential Functions

Administers, implements and interprets University and campus policies and procedures pertaining to human resource and payroll functions. Develops and implements business processes improvements to ensure optimal effectiveness and efficiency for the HR Operations team. Reviews system controls to ensure data accuracy for the payroll process.

Supervises HR Operations staff responsible for processing personnel and payroll transactional data to include work assignments, training and problem solving, evaluate performance and make recommendations; ensures excellent customer service, meets with Deans, Directors and department chairs and related staff to resolve personnel and payroll related issues and problems.

Manage and ensure proper payment of the bi-weekly payroll including processing payroll transactions in the human resources payroll system; monitor pay registers, process current and retroactive payroll calculations, tax treaties, and additional compensation payments.  

Prepares monthly and annual reports for the campus, the President 's Office, and other outside agencies; Responsible for creating and maintaining various transactional and status reports and queries to manage the work related to the HR Operations team.

Maintains department systems, procedures, payroll document templates and produce and distribute documents for numerous HR processes and procedures.

Maintains compliance with University policies and federal/state tax regulations and laws.

Serves as the primary liaison for payroll related activities with University Information Technology Services (UITS); works and coordinates with the Director of HR Systems & Operations on related UITS project initiatives.

Recommends and assists in developing and implementing new or revised policies and procedures for efficient payroll processing and ongoing compliance with laws and regulations.

Interprets and keeps up-to-date with regulations, laws, and policies.

Performs other duties as assigned.


Minimum Qualifications (Knowledge, Skills, Abilities, Education, Experience, Certifications, Licensure)

Bachelor’s degree (or equivalent education, training & experience)

Minimum seven years’ experience using payroll systems & related software programs to manage and produce payroll in a high volume environment

Excellent written and verbal communication skills, time management and organizational skills

Excellent analytical and problem solving skills

Demonstrated knowledge of federal employment tax laws and Internal Revenue Service (IRS) regulations

Proven experience developing and mentoring staff

Ability to handle highly confidential information with appropriate discretion and sensitivity

In-depth knowledge of Microsoft Office and ERP systems experience

Preferred Qualifications (Knowledge, Skills, Abilities, Education, Experience, Certifications, Licensure)

Oracle Peoplesoft HCM payroll experience

Higher education experience

Physical Demands/Working Conditions

Typical office environment 

Work Schedule

 Monday – Friday, 8:30 am – 5:00 pm
