Job Summary

The MassHire Greater Brockton Career Center is a non-profit One-Stop Career Center that is managed by the University of Massachusetts Donahue Institute (UMDI) and is overseen under charter with the MassHire Greater Brockton Workforce Board. The MassHire Greater Brockton Career Center is located in downtown Brockton and provides employment and training services to businesses and job seekers.

The Upskilling Navigator will support the recruitment, screening, and enrollment of Career Center customers into American Rescue Plan Act (ARPA)-funded upskilling training programs. The focus of the program is on advanced skill training and education in order to help customers achieve their employment goals in regional priority industries. The Upskilling Navigator will creatively recruit customers for the training programs, using skilled judgement to determine customers’ eligibility for specific training programs, and support enrolled customers through program completion. Additionally, the Upskilling Navigator will develop relationships and collaborate closely with training providers, Market Makers (ARPA-funded regional business liaisons), and others in the workforce development system.

 

Essential Functions

The essential functions of the Upskilling Navigator include, but are not limited to:

  • Coordinate with regional team members (including vocational training providers, Career Center Business Services Representatives, Market Makers, and Workforce Boards) to:
    • Remain current on regional strategy and training priorities for ARPA and Coronavirus Aid, Relief, and Economic Securities (CARES) Act programming.
    • Provide expert guidance on training providers in region, including:
      • Key training programs related to Workforce Board regional blueprints.
      • Prerequisites.
      • Training cycles.
    • Develop training programs tailored to the needs of the regional blueprint and local business needs.
    • Evaluate success of the programs by soliciting information and feedback from training providers regarding ideal applicants and success of past referrals.
    • Evaluate participant data to recommend needed services and coordinate with program sponsors, state agencies, and local training providers to adequately meet the assessed need.
    • Independently create and execute a multi-media marketing plan to engage the public and key stakeholders to increase enrollments and deepen collaboration.
    • Collect, assess, collate, and report on data regarding regional need and services. Utilize this data to inform the program sponsor’s regional plan on a regular and ongoing basis.
  • Connect existing MassHire customers to ARPA training opportunities:
    • Utilize data to recruit customers.
    • Meet with and assess needs of MassHire customers, including:
      • Career aspirations.
      • Current skill level and future training needs.
      • Personal preferences.
    • Work with customers to identify potential training programs focused on candidate readiness and understanding/access to resources.
    • Support customers' application(s) by responding to inquiries and making direct connections to training partner(s) as needed.
    • When appropriate, co-enroll customers in WIOA and other existing Workforce programs.
    • Track and manage job seekers through program completion.
  • Guide MassHire customers as they navigate job seeker resources:
    • Refer customers to support services before and after training enrollment to ensure access to support programs (mentorship, housing, childcare vouchers, etc.).
    • Follow-up with Career Technical Initiative (CTI)-enrolled customers.
    • Provide customers post-placement support for CTI programs, and for other ARPA-funded programs as negotiated.
  • Engage MassHire Brockton staff and front-line staff of partnering and stakeholder agencies for technical assistance and sharing best practices.
  • Responsible for project tracking and data entry through state approved database:
    • Generate reports regarding specific training programs to inform management decision, monitor program success and viability, and ensure sponsor requests for data are fulfilled on a timely basis.
    • Ensure accurate data entry of participant eligibility, enrollment, participation, and placement.

 

Other Functions

  • Cross-train and provide coverage for other MassHire team members when needed.
  • Participate in MassHire and UMDI initiatives as required.
  • Perform other duties as assigned.

 

Minimum Qualifications (Knowledge, Skills, Abilities, Education, Experience, Certifications, Licensure)

  • Bachelor's degree in related field or four-years’ experience in career counseling, case management, recruitment, or counseling.
  • Excellent organizational and multi-tasking skills.
  • Experience in establishing/facilitating strong partnerships with external stakeholders.
  • Comfortable with tracking and utilizing data to drive decision making.
  • Excellent communication skills (written, oral and platform).
  • Strong interpersonal skills.
  • Experience working with and supporting a culturally diverse population.

 

 Preferred Qualifications (Knowledge, Skills, Abilities, Education, Experience, Certifications, Licensure)

  • Knowledge of MassHire system and regional employment trends.
  • Ability to speak, read and write in other additional languages preferred. Languages preferred include but are not limited to: Spanish, Cape Verdean, Haitian/Creole, and Portuguese.

 

 Physical Demands/Working Conditions

  • Multiple hours in stationary position using office equipment and computers.
  • Environment is a busy, collegial office area resulting in multiple interruptions and requests for assistance.
  • The physical/mental demands and work environment factors described are representative of those that must be met by an employee to successfully perform the essential functions of this job.

  • This position is located in Brockton, MA.
  • This is a full time, benefited position.

Work Schedule

  • Standard full-time work scheduled consisting of five, eight-hour days and 40 hours each week.
  • Work performed in addition to the regular work hours may be necessary, and may require a change in availability at specific times, to accommodate for variations in work demands.
