Job Summary 

The Electrical Estimator/Institutional Maintenance Foreman (IMF) administers several various contracts and plans, estimates, schedules, receives and coordinates labor, materials, and equipment in support of Campus alteration, construction, and repair activities. 


Essential Functions 

  • Prepares estimates of labor, material, and equipment costs, according to accepted Engineered Performance Standards and Means Cost Data, for proposed work based on plans, drawings, specification, work descriptions, field sketches, and site conditions. 
  • Plans all assigned alteration, construction, and repair work by organizing them into basic job tasks, determining the sequence, and identifying the materials, equipment and personnel needed to accomplish each distinct task. 
  • Consults with manufacturer’s representatives, contractors, engineers, Campus staff, and state/local building inspectors to resolve technical problems related to the planning and estimating work. 
  • For the purpose of planning work, the Planner-Estimator is the principle contact between the Shop and other work centers in the Physical Plant. Coordinates and assists other Shop Planners as necessary. 
  • Meets with the customer, translates their requested work into job plans, and ensures that the customer, Customer Service Representative, Shop Supervisors, and assorted trades understand the scope of work to be accomplished. 
  • Ensures that all work requested is planned and estimated according to the Massachusetts Building, Plumbing, and Electrical Codes and interprets these as they apply to their assigned work. 
  • Verifies the availability of parts, materials, and special tools required to complete identified work. Initiates appropriate material requisitions for non-stock items and “pick tickets” for stock items. 
  • Once the availability of stock has been verified, prepares, and submits to the Shop Supervisor a list of work orders scheduled for the upcoming week. 
  • Maintains files and records on work jobs for the documentation of past and present work, and to simplify the planning and estimating process. 
  • Attends weekly Work Management scheduling meetings and provides input for the development of the Physical Plant shop load plan. 
  • Drives to various Campus buildings/locations to verify site conditions and estimate/plan approved work. 


Other Functions 

  • Performs other related duties as assigned. 
  • Uses computerized maintenance management systems for estimating, scheduling, material requisitioning, and tracking work. 
  • Training and increased proficiency in planning and estimating techniques. 
  • Customer service training. 
  • Knowledge of mechanical, plumbing, and building repair and alteration activities. 


Minimum Qualifications (Knowledge, Skills, Abilities, Education, Experience, Certifications, Licensure) 

  • Massachusetts Journeyman Electrician’s License. 
  • Five (5) years’ working experience in the building and electrical trades with demonstrated familiarity of typical materials, tools, and work procedures used. 
  • Class D Driver's license. 
  • Knowledge of the planning and estimating of building construction and repair activities. 
  • Possession and maintenance of a current and valid Class D Driver’s License. 
  • Must have hands on experience in the electrical trades. 
  • Must be capable of breaking jobs down to their elemental tasks, then estimating the labor, materials and equipment necessary to accomplish these tasks. 
  • Must have a working knowledge of Massachusetts Building and electrical Codes and be capable of interpreting and applying the language of the code to specific jobs. 
  • Must be capable of climbing ladders and steep stairs to assess conditions in ceiling spaces and roofs. 
  • Ability to read and interpret plans, specifications, drawings, sketches, and diagrams which outline or describe building alteration, construction and repair work. 
  • Ability to prepare simple specifications, drawings, sketches, and diagrams which outline or describe building alteration, construction and repair work. 
  • Ability to work independently under general direction and supervision. 
  • Ability to deal comfortably and effectively with Campus customers at all organizational levels. 
  • Typing and computer skills.  The incumbent must be familiar with the operation of personal computers. 


Physical Demands/Working Conditions 

  • Drives to various Campus buildings/locations to verify site conditions and estimate/plan approved work. 
  • The Electrical Estimator should expect to spend at least 50 % of their time in the field looking at work being estimated and planned. 


Additional Details 

  • Typically receives general supervision from (1) Contracts Manager (2) other employees of a higher grade who provides training, instruction, assigns work, and reviews performance through written and verbal reports for compliance with laws, rules and regulations. 
  • On occasion, may receive functional supervision from other employees as appropriate for directed activities in support of Physical Plant operations. 


Work Schedule 

Monday-Friday, 1st Shift. 


Salary Information 

PSU-B Grade 18
