Job Summary

The ARROW Grant Administrator plans and manages administrative activities and operations to support the $12 million Academic Center for Reliability and Resilience of Offshore Wind (ARROW) grant and its research mission.  They develop and implement fiscal transactions and reporting, personnel actions, and grant workshops in collaboration with the Principal Investigators and Program Manager. The ARROW Administrator exercises considerable initiative, leadership, judgment, responsibility and decision-making as well as advice and guidance on policies, situational problems, and solutions.  They serve as designated signature authority on ARROW accounts, personnel, and other documentation.

 

Essential Functions

Center Operations, Events and Special Projects:

  • Liaises with wind energy partners in industry, at the State level, and beyond. Supports strategic opportunities for supplemental ARROW funding by coordinating proposals to various agencies, including foundations, State, and Federal agencies.
  • Works with the College of Engineering Career Services Office to connect with alumni to create opportunities for professional development of ARROW personnel at the individual, industry, and institutional levels.
  • Creates innovative marketing and publicity opportunities, including web, social media, and displays at key events. Develops and provides written and physical materials for print and distribution.
  • Hosts ARROW events, such as ARROW-Summer Education Accelerator, stakeholder engagement meetings, and External Advisor Board meetings. Works with vendors and manages attendance, caterers, and venue staff.
  • Supports online educational and training initiatives associated with the ARROW-Professional Education Program.

Financial:

  • In conjunction with Research Administration and Compliance (Pre-Award and Post-Award), serves as sole grant administrator for the ARROW grant, including grant development, grant management, and analysis and reporting for the sponsors. Advises on University policies and practices to ensure compliance. 
  • Develops, assesses, and administers complex ARROW budgets, projections and spending plans. 
  • Analyzes, forecasts and negotiates funding; makes recommendations for short and long-term planning. 
  • Provides in-depth qualitative as well as quantitative fiscal information.  Makes spending decisions and supports program operations and ARROW goals.
  • Serves as a resource/advisor on a variety of fiscal matters, such as interpreting and applying policies for faculty academic year recovery program, summer additional compensation, and cost share.  Tracks these programs and their impact on ARROW budgets.
  • Oversees and collaborates with across campus/colleges/centers about personnel actions and general financial processing that will be completed in home departments

Personnel:

  • Serves as the personnel officer for the ARROW.  Advises on University policies and practices to ensure compliance.
  • Initiates all ARROW personnel actions and associated documentation, including search and hire process, reappointments, funding changes, etc.  Completes VISA and Permanent Resident Card processes; liaises with International Program Officer.
  • Liaises with various on-campus offices, such as Provost, Dean, Human Resources, Accounting, Unified Procurement Services Team (UPST), Graduate School, University Analytics & Institutional Research (UAIR), and Information Technology (IT).  Acts as a resource for faculty and students with administrative problems and associations with other University offices.

 

Other Functions

Performs other duties as assigned or required to meet the goals and objectives of the sponsors.

 

Minimum Qualifications (Knowledge, Skills, Abilities, Education, Experience, Certifications, Licensure)

  • Bachelor's Degree and two (2) years of business administration experience that includes both human resources and fiscal management; or an Associate’s Degree with and four (4) years of business administration experience that includes both human resources and fiscal management.
  • Experience developing and managing budgets.
  • Ability to plan and initiate workflow with minimal direction in a fast-paced environment; ability to exercise independent judgment on all fiscal and human resources matters and to solve problems and implement new systems.
  • Excellent attention to detail and the ability to investigate a situation, seek out additional information and resolve discrepancies. Ability to think through problems, organize information, identify key factors and underlying causes to generate solutions.   
  • Excellent interpersonal skills and ability to professionally collaborate and develop relationships with a diverse population of staff, faculty, students.
  • Ability to communicate effectively in oral and written expression.
  • Commitment to inclusion and understanding diverse thought, cultures, race, gender, and other differences.
  • Ability to understand and apply office rules, policies, and procedures.
  • Excellent organizational skills with the ability to effectively and efficiently prioritize workload, manage multiple tasks, track and report progress, and maintain accurate records.
  • Excellent initiative, independence, and problem-solving skills.
  • Strong computer skills with intermediate competency in using Microsoft Office Suite.

  

Preferred Qualifications (Knowledge, Skills, Abilities, Education, Experience, Certifications, Licensure)

  • Experience with UMass financial and grant administration systems.
  • Master's Degree.

 

Physical Demands/Working Conditions

Typical office work environment.

 

Additional Details

This is a 2.5 year, term-limited position. Continuation of the position for an additional two years is contingent upon grant funding.

 

Work Schedule

  • Monday - Friday, 8:30 am – 5:00 pm.
  • Required to work occasional nights and weekends.
  • This position has the opportunity for a hybrid work schedule, which is defined by the University as an arrangement where an employee’s work is regularly performed at a location other than the campus workspace for a portion of the week. As this position falls within the Professional Staff Union, it is subject to the terms and conditions of the Professional Staff Union collective bargaining agreement.
