Job Summary 

Under the general direction of the Director of Personnel for the College of Social and Behavioral Sciences (SBS), the Human Resources (HR) Specialist supports the College in meeting its operational and strategic objectives, with a high degree of judgment, initiative, and leadership.  This position serves as an advisor and consultant on matters related to human resource management, personnel policies and procedures. 

 

Essential Functions 

  • In collaboration with the Director of Personnel, provide human resources support for the College. Maintains current knowledge and understanding of legal and regulatory requirements and campus policies, practices, and procedures. Interprets University HR policies for the college and ensures compliance with the established guidelines. Identifies non-compliant issues and contacts managers to discuss and determine resolution. Consults with the Office of the Provost, Chancellor or President, and Central HR for policy clarification, as needed. 
  • Ensures HR processes throughout the College are coordinated effectively and facilitates the College's transition from paper to electronic processes. Maintains and safeguards confidential personnel records and files. Runs reports and analyzes HR data to provide information and recommendations to the Dean, Associate Deans, Department Chairs, Director of Personnel, Provost's Office, Central HR and any other departments/entities on campus, as necessary.  
  • Develops training materials and provides intensive one-on-one, on-site personnel training for new departmental personnel staff. 
  • In partnership with the Director, facilitates informational human resources meetings and trainings for personnel staff in SBS departments/schools, institutes, and centers. Develops informational handouts for reference to explain new processes, procedures or contract updates. 
  • Advises Department Chairs, faculty, and staff on personnel processes. Fields questions and facilitates solutions. 
  • Facilitates personnel processes and actions to include, but not limited to new hires, reappointments, electronic personnel action forms, sabbatical leaves, Family and Medical Leave Act (FMLA), periodic multi-year review (PMYR), Annual Faculty Reports (AFR) and employee evaluations. Creates and maintains databases for monitoring personnel activity. 
  • Advises hiring managers in the search process for non-tenured faculty, staff, and temporary employees. Utilizes talent management software to ensure proper applicant pools are generated and applicants are dispositioned appropriately in database. Reviews search documentation and ensures compliance with the University's hiring processes. Assists Records Manager with all aspects of search including, but not limited to, obtaining offer approvals, closing the requisition, and preparing all new hire paperwork. 
  • Manages faculty additional compensation process.  Reviews additional compensation forms to ensure compliance with university, state, and federal Circular A-21 rules and regulations.  Reviews submissions to ensure consistency with federal rules and regulations regarding both description of services and amount of additional compensation requested. Develops and manages a database to track SBS faculty additional compensation submissions.  Monitors annual base salary limitations specific to respective federal agency and university guidelines.   
  • Through the Academic Personnel Workflow System (APWS), initiates and monitors tenure, reappointment through tenure decision year (TDY), and promotion cases, ensuring that cases are prepared on time and in accordance with University policies and union contracts. Coordinates Senior Lecturer CPC member selection and manages and oversees Senior Lecturer CPC meetings. Works with the Director of Personnel and Chair(s) of the College Personnel Committee to establish a schedule of meetings to review faculty personnel cases. 
  • Develops collaborative working relationships with Central HR, Provost’s Office, Chancellor’s Office, Research and Engagement, Graduate School, and other areas on campus. Liaison with campus offices, community partners, external vendors, and professional organizations as required for position success. 
  • Recruits, trains and supervises 1-3 students per semester.

Minimum Qualifications (Knowledge, Skills, Abilities, Education, Experience, Certifications, Licensure) 

  • Bachelor's Degree and 3 years’ human resources experience, or an Associate's Degree and 5 years’ experience. A degree concentration in Human Resources, Business Administration, or Social Sciences may be substituted for 1 year of the required experience. 
  • Excellent ability to work both independently and to be part of an effective team with a highly cooperative and collaborative work style. The ability to adapt and work effectively as the situation changes. 
  • Excellent interpersonal communication skills with the ability to interact effectively, and create and maintain harmonious relationships with a diverse population of staff, faculty, students and off-campus constituents. 
  • Flexibility to work with initiative and willingness to take on a variety of tasks related to the successful operation and administration of the Dean’s Office. Ability to work effectively under pressure and varying situations with independence, competent judgment and discretion. Extensive organizational skills and attention to detail with the ability to complete assignments in a timely manner, balancing the demands of concurrent and potentially competing projects. 
  • Excellent ability to collect data from multiple sources to keep track of ongoing personnel matters. Excellent computer usage skills including email, spreadsheets (including formulas), word processing, and databases. 
  • Must have the ability to stay on task and work productively with a minimum of supervision. Ability to write concisely, express thoughts clearly and develop ideas in a logical sequence. 
  • Ability to investigate a situation, seek out additional information and resolve discrepancies. The ability to think through problems, organize information, identify key factors and underlying causes to generate solutions. 
  • Ability to read, understand, apply and explain rules, regulations and policies/procedures related to duties. Ability to understand and follow complex oral and written instructions and create effective and efficient work processes. Ability to exercise sound judgment and maintain confidentiality. 

 

Preferred Qualifications (Knowledge, Skills, Abilities, Education, Experience, Certifications, Licensure) 

  • PHR or SPHR-CP certification. 
  • Knowledge of University systems. 

 

Physical Demands/Working Conditions 

  • Typical office environment. 
  • This position has the opportunity for a hybrid work schedule, which is defined by the University as an arrangement where an employee’s work is regularly performed at a location other than the campus workspace for a portion of the week. As this position falls within the Professional Staff Union, it is subject to the terms and conditions of the Professional Staff Union collective bargaining agreement.

 

Additional Details 

  • Has Dean level signature authority on personnel actions. 

 

Work Schedule 

  • Monday-Friday, 8:30 am - 5:00 pm (37.50 hours/week). 
  • Required to work occasional evenings and/or weekends. 

 

Salary Information 

Level  26
