REPORTS TO: Chief Financial Officer

SUPERVISES: The Assistant Vice Chancellor provides supervision to staff in the Budget and Controller departments, with coordination and functional supervision of related departments.

SUMMARY PURPOSE OF POSITION: The Assistant Vice Chancellor for Finance & Budget provides strategic leadership, communication, and expert guidance in financial management, budgeting, financial reporting, and procurement, to ensure alignment with the University’s mission, objectives, and policies.  This senior leadership position plays a crucial role in ensuring the efficient and effective operation of fiscal systems and operations, while maintaining compliance with relevant statutes, regulations, and polices.  As such, the incumbent is a confidential employee as defined in M. G. L. Chapter 150E.

EXAMPLES OF PRIMARY DUTIES AND RESPONSIBILITIES:

  • Collaborates with the CFO and Budget Manager on budget preparation, monitoring, and long-range financial planning, including capital budgeting and funding
  • Conducts financial analyses and provides data-driven insights to evaluate campus initiatives and support decision-making
  • Ensures adherence to accounting policies, procedures, and regulations (federal, state, and university) through guidance and training
  • Represents the CFO on various committees and serves as a liaison with external offices on budget and finance matters
  • Fosters effective partnerships with Colleges, Divisions, and other units by providing periodic financial updates and support
  • Oversees the integration and management of the university finance system (e.g., PeopleSoft/Oracle) with accounting operations
  • Collaborates with the CFO and Associate Controller on the Dining budget, financial results, and program goals
  • Assist in the preparation of annual and interim financial statements, working with the system office and external auditors
  • Reviews and provide input on data collection and analysis for collective bargaining proposals
  • Performs other duties, as assigned

MINIMUM QUALIFICATIONS:

  • EDUCATION: 
    • Bachelor’s degree in Finance, Data Analysis, Accounting, or a BA in any field
  •  OTHER:  
    • Occasional travel required

PREFERRED QUALIFICATIONS:

  • EDUCATION: 
    • MBA, CPA, or other relevant Master's degree 
  • EXPERIENCE: 
    • 10 years of progressive financial management, finance, or accounting experience in increasingly responsible roles
    • Demonstrated experience in financial and strategic planning within higher education or a similar field
  • OTHER:
    • Additional credentials related to higher education, finance, and administration

 KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED: 

  • Excellent organizational, interpersonal, and communication (written and verbal) skills
  • Strong financial analysis skills, with the ability to understand and communicate the relationship between detailed data and strategic objectives
  • Strategic planning and creative problem-solving abilities
  • Expertise in analyzing systems and processes to maximize efficiency, improve customer service, and maintain compliance
  • Ability to build and maintain effective working relationships across the University community, promoting excellent customer service
  • Experience with computerized financial systems, expertise in GASB and financial reporting
  • Proven leadership and staff management skills
  • Ability to articulate and apply NACUBO and GASB guidelines

SALARY:  $100,000 - $160,000 (Salary commensurate with experience)
